My guess is they have both ways for having a button installed in the cab if needed or being able to quickly changing at the point of install if not hooking up the terminal

The small prong labeled unknown.. you can short it, with a screw driver for example, to change the pattern as well

Several Minnesota agencies used them. Minneapolis and Bloomington if I am not mistaken being the most common. I believe there was an agency in Texas that did as well.

I used a hair dryer on high heat to heat up the double sided tape then carefully pried with a flat blade screwdriver on the one that I had and parted out.
