Utah Highway Patrol 1991 SSP Ford Mustang

This 1991 Ford Mustang LX 5.0 notchback is a Special Service Package (SSP) example that was originally delivered to Utah for use by the Utah Department of Public Safety’s Highway Patrol. It is finished in Oxford White over a beige cloth interior and is powered by a 302ci V8 paired with a five-speed manual transmission. Designed for law enforcement use, this SSP Mustang retains several pieces of period-correct police equipment, including a Motorola Maratrac radio, an L3 Communications video system, a Voicelink Plus transmitter with a microphone, a Gall’s Inc. Traffic Buster siren controller, and service lights. Factory equipment includes 15″ alloy wheels, a limited-slip differential, air conditioning, and a cassette stereo. Now offered in New Hampshire by the selling dealer, this Fox-body Mustang LX comes with a Deluxe Marti report, the owner’s manual, spare parts, service records, and a clean Virginia title.

The exterior is finished in Oxford White and features Utah Highway Patrol decals on the doors. Additional details include spotlights mounted to the A-pillars, magnetic trunk antennas, dual exhaust outlets, and 5.0 badging.

NOTE: The Police Interceptor badging is incorrect. These cars did not come with those emblems.

Black-finished 15″ cast aluminum wheels are wrapped in BFGoodrich Radial T/A tires. As part of the SSP package, this Mustang was factory-equipped with the Handling Suspension Package, which features variable-rate springs, a Quadra-Shock rear setup, and power-assisted rack-and-pinion steering. Braking is handled by power-assisted front discs and rear drums. In November 2021, the inner tie rods were replaced.

The cabin features beige cloth front bucket seats and a matching rear bench. Law enforcement equipment remains installed, including a Motorola Maratrac radio mounted above the center stack, an L3 Communications video system, a Voicelink Plus transmitter with a microphone, and a Gall’s Inc. Traffic Buster siren controller. In the trunk, a locking compartment houses a VHS tape recorder and a Nova Electronics strobe light power supply. Service lights are mounted behind the rear bench.

Instrumentation includes a 160-mph speedometer, a tachometer with a 5,800-rpm redline, and auxiliary gauges for coolant temperature, oil pressure, voltage, and fuel level. The five-digit odometer displays 55,000 miles, though it is believed to have rolled over. The Carfax report notes a mileage inconsistency in an October 2024 entry, which may be due to a clerical error.

This well-preserved SSP Mustang represents a unique piece of law enforcement and automotive history. Retaining much of its original equipment, it stands as a testament to the high-performance pursuit vehicles of its era. Now available in New Hampshire, it is offered with a Deluxe Marti report, owner’s manual, spare parts, service records, and a clean Virginia title.
